PLEASE NOTE:   In order to minimize the spread of the COVID 19 virus, Governor Newsom has issued Executive Orders that temporarily suspend some requirements of the Brown Act.  Please be advised that the Council Chambers are closed to the public and that some, or all, Council Members may attend City Council meetings telephonically or otherwise electronically. The meeting will be held via webcast with NO PHYSICAL LOCATION FOR PUBLIC ATTENDANCE.

11. SUBJECT: Zoning Code Update – Accessory Dwelling Units

STAFF REPORT: C. McDuffee / C. Kempenaar / A. Bermudez RECOMMENDATION: The Following is Recommended:
a. Adopt Resolution No. 2020-___, A Resolution Finding that the Amendments to the Zoning Code in Regard to Accessory Dwelling Units are Categorically Exempt from CEQA per Section 15282(h) of the California Environmental Quality Act and that Impact Fees Collected for Accessory Dwelling Units will be in Compliance with Senate Bill 13, Assembly Bill 68 and Assembly Bill 881
b. Introduce, read by title only, and waive the first full reading of Ordinance No. 2020-___, An Ordinance of the City of Citrus Heights Amending Sections 106.42.015 (Accessory Dwelling Units) and Section 106.80 (Definitions) of the Zoning Code in Regard to Accessory Dwelling Units
 

12. SUBJECT: Zoning Code Updates

a. Move to Determine the Proposed Amendments are Exempt from the California Environmental Quality Act (CEQA) Under Section 15061(b)(3) of the Guidelines

Introduce, read by title only, and waive the first full reading of Ordinance No. 2020-__, An Ordinance of the City Council of the City of Citrus Heights to Amend Certain Sections of the Zoning Code in Regard to Commercial Recreation-Indoors, Small Recycling Centers, Definitions, and Other Minor Changes
 

13. SUBJECT: Citizen Participation Plan Amendment for the Community Development Block Grant Program in Response to COVID-19

a. Conduct a Public Hearing Regarding the Amended Citizen Participation Plan for the CDBG Program

14. SUBJECT: CARES Act Amendment to the 2019 Action Plan for the Community Development Block Grant Program
